Having returned to the Wortenia Peninsula, Ryoma pursues his duties as governor while developing his army. He intends to eventually break free from the Kingdom of Rhoadseria and declare independence, so he lays the groundwork for the war to come. He sends his confidant, Kevin, to infiltrate Rhoadseria and gather intelligence.

Meanwhile, Rhoadseria’s public order is in a state of chaos following the war. Seeking to take advantage of this, the Organization works behind the scenes to drive that unrest to its breaking point.
